peanut sauce baloumboum

as a couple of tommarum deltagare wanted to know how to make this sauce: this is what I remember or how I usually do this (it is from a soul food cook book that I bought in San Francisco last century)

600 ml of water
six tablespoons of peanut buttera small can of tomato paste (2 or 3 tablespoons)
2 crushed garlic cloves
half a teaspoon of both coriander and cumin, crushed in a blender
half a yellow onion, finely cut in pieces
dried shrimps or fish sauce (you can leave it, if you want it vegan)
and cayenne pepper to taste

heat the water with the peanut butter until it becomes soft, then add everything else and cook for at least 3 quarters of an hour.
